In 2021, Georgia adopted the Law on Environmental Liability, in accordance with the provisions of the Association Agreement with the European Union. The law aims to introduce a system of environmental liability close to the European standards, based on the "polluter pays" principle and aimed at preventing, eliminating/mitigating and restoring the environmental damage.
Based on the law, an environmental damage program has been created, the purpose of which is to prevent damage, restore the state of the environment, as well as improve the state of the historically damaged environment and research the environment. The Agencies responsible for the enforcement of the mentioned law are the Environmental Supervision Department (ESD) of the Ministry of Environment Protection and Agriculture (MEPA) and LEPL National Environmental Agency.
