The Parliament convened for a plenary session in which several draft laws and legislative packages were reviewed and approved in the first reading through an expedited process.
The First Deputy Minister of Finance, Giorgi Kakauridze, presented a draft law proposing amendments to the Georgian Budget Code in relation to the 2025 budget, specifically concerning the transfer of schools and state-owned enterprises to treasury services. The draft law garnered the support of 86 Members of Parliament (MPs) in its first reading. Additionally, an amendment to parliamentary regulations was adopted with 85 votes, addressing matters related to the delegates' bureau. This regulation ensures that delegates have access to the same resources as single-mandate deputies in their respective regions to carry out their functions. It also addresses quota considerations for permanent parliamentary delegations and friendship groups. Furthermore, a draft law amending the Public Service Law was approved by 87 MPs.
Davit Matikashvili, Chairman of the Procedural Issues and Rules Committee, noted that substantial reforms in the public service sector are planned as part of the 2025-2028 government program. These reforms aim to enhance existing practices, promote unity within public services, and improve the evaluation of professional public servants and the reorganization of public institutions.
Another draft amendment to parliamentary regulations, which facilitates the formation of political groups within the current parliamentary convocation, was also approved. According to this amendment, if at least seven members from a single party list choose to leave their party, they may form a political group. This proposal received support from 86 MPs.
In addition, the Parliament approved the first readings of several other legislative amendments, including:
- Amendments to the Ministry of Internal Affairs Service Agency’s service fees (86 votes)
- Modifications to the Administrative Offences Code, regulating the placement, import, export, production, and sale of pyrotechnic products (88 votes)
- Changes to the State Protection Special Service Law (83 votes), eliminating personal protection for high-ranking officials after leaving office under specific constitutional conditions
- Amendments to the Electoral Code, reinstating the 2017 provisions concerning local council composition (88 votes)
The Parliament plans to finalize the adoption of these expedited draft laws during the current session week.
