The Parliamentary Committee on Legal Issues will review the draft Foreign Agents Registration Act during its March 3 session, with the discussion taking place in the first reading.
The bill's proponents have submitted a direct translation of the U.S. Foreign Agents Registration Act (FARA). However, the Legal Department of the Parliament has pointed out that the Georgian translation contains legal and substantive inaccuracies, and that the state bodies and officials outlined in the draft are not aligned with Georgia's legal system.
The draft law primarily addresses the following issues:
- Definitions of "agent of a foreign principal" and "foreign power."
- Registration of a subject as an agent of a foreign principal.
- Public disclosure of the registration application and relevant documents.
- Submission of annual financial declarations by registered agents of foreign principals.
- Procedures for canceling the registration of a foreign agent.
- Monitoring to identify foreign agents and verify compliance with the law.
- Imposing criminal liability for evading registration or failing to meet the law's requirements.
The bill has been initiated by MPs from the Georgian Dream and People's Power parties.
