The Georgian Parliament has adopted a comprehensive higher education reform package in its third reading, presented to the plenary session by Deputy Minister of Education, Science and Youth Affairs Zviad Gabisonia.
Under the new amendments, the state will fully finance the studies of Georgian citizens at the first and second levels of academic higher education in institutions established by the Government of Georgia. The Government will also define the rules and conditions for financing studies for other individuals enrolled at these state-established institutions.
A key structural change is the introduction of a 3+1+1 university model, allocating three years for bachelor’s studies and one year for master’s studies, aligning the system with updated educational standards.
Additionally, the reform package includes an extension of the deadline for developing the concept, model, and standard of an online university, pushing it to 1 January 2028.
