
Georgia has been ranked first in the Rule of Law among countries in the Eastern Europe and Central Asia region, according to the 2025 World Justice Project (WJP) Rule of Law Index.
The index evaluates 143 countries worldwide, placing Georgia 52nd globally. Although this marks a slight decline of two positions compared to 2024, the country maintains its leading regional position with an overall score of 0.58. Georgia also ranks sixth among nations categorized as “Higher than Average.”
On the global scale, Georgia outperforms several EU member states, including Bulgaria and Hungary, as well as EU candidate countries such as Moldova, Ukraine, Albania, Montenegro, Serbia, and Bosnia & Herzegovina. Meanwhile, Belarus is ranked 105th, and Türkiye sits at 118th.

In the 2025 report, Georgia performs strongest in Criminal Justice, Regulatory Enforcement, Open Government, and the Absence of Corruption, achieving its highest score of 0.78 in Order and Security and its lowest, 0.50, in Criminal Justice.
Across the 27 EU member states, Hungary and Bulgaria record the lowest scores, while Denmark, Norway, Finland, New Zealand, Germany, Sweden, and Ireland lead globally.
