
Mariam Kvrivishvili, Minister of Economy and Sustainable Development, emphasized that the Eagle Hills Georgia project prioritizes the country’s interests, with the state assuming no financial obligations or guarantees. Unlike some previous deals, this agreement was carefully structured to protect Georgia while fostering major investment.
The UAE-based Eagle Hills will develop two projects in Tbilisi and Gonio, totaling over USD 6.5 billion, with the Georgian government holding a 33% co-ownership stake. The investment will create over 30,000 jobs, engage local professionals, and stimulate demand for commercial spaces, hotels, and restaurants.
Kvrivishvili highlighted the economic benefits: the project will generate state income, attract over USD 10 billion in foreign direct investment, boost tourism by 350,000 visitors annually, and help reduce labour migration by offering attractive local employment opportunities.
The Minister also dismissed claims linking the project to illegal migration, affirming that Georgia’s strict migration policies ensure no such risk.
This landmark initiative marks the largest foreign investment in Georgian history, promising to transform Tbilisi and Batumi’s urban landscapes, strengthen the national economy, and enhance Georgia’s international profile.
