
The Heritage Foundation, the leading global research organization and top think tank in Washington, D.C., has released the Economic Freedom Index 2025. According to the index, Georgia's score improved by 0.6 points, ranking 35th globally with 69 points, and entering the top 20 in Europe.
The report notes that Georgia's economic freedom score surpasses both global and regional averages, with the country’s economy being classified as "moderately free" in the 2025 index. Despite challenging external and political conditions, Georgia’s economy is performing relatively well in key policy areas, thanks to reforms aimed at improving regulatory efficiency and maintaining an open market with low tax rates.
In terms of economic freedom, Georgia outperforms all EU candidate countries and 16 EU and NATO member states, including France, Italy, Spain, Poland, and Greece.
The index also highlights the positive assessment of Georgia's rule of law. The country’s property rights score, judicial efficiency, and government integrity all exceed the global average. Specifically, Georgia leads EU candidate countries and several EU and NATO member states in judicial efficiency.
The effectiveness of Georgia's judiciary was assessed based on three criteria:
- Judicial independence
- Quality of the judicial process
- Public service quality and civil service independence
Regarding government integrity, Georgia also surpasses all EU candidate countries and 13 EU and NATO member states, including Poland, Cyprus, and Hungary. This indicator assesses perceptions of corruption, bribery risks, and control of corruption, focusing on issues such as bribery, extortion, nepotism, and embezzlement.
The Heritage Foundation's analysis is based on research from organizations like Transparency International, TRACE International, and the World Bank’s Governance Indicators.
