
The Chandler Institute of Governance has released its Quality of Judiciary Index as part of the 2025 Good Government Index report, offering a global evaluation of judicial effectiveness and independence.
According to the report, Georgia ranks 27th globally and secures the 13th position in Europe, placing it among the continent's top 20 judicial systems.
The top 14 European countries recognized for having high-performing judicial systems are: Georgia, Belgium, Sweden, Switzerland, Iceland, Germany, Estonia, the United Kingdom, Norway, Finland, Denmark, the Netherlands, Ireland, and Luxembourg.
The Index draws on research from the World Economic Forum, assessing judicial systems based on two core criteria:
Judicial Independence: The extent to which courts can operate without interference from governments, powerful individuals, or corporations.
Judicial Efficiency: How effectively legal and judicial systems assist companies in resolving disputes.
These findings reflect Georgia’s continued progress in strengthening rule of law and institutional independence.
