
According to the Chandler Institute’s Good Government 2025 report, Georgia has climbed four positions in the global ranking for the quality of bureaucracy. As Deputy Minister of Economy and Sustainable Development Vakhtang Tsintsadze announced, Georgia now ranks 25th worldwide, 17th in Europe, and holds the top position among post-Soviet countries in this category.
Tsintsadze highlighted that Georgia’s regulatory framework is designed to promote business development, noting that the country maintains one of the lowest tax burdens globally.
“In addition, Georgia has independent institutions that focus on delivering efficient state services to businesses,” the Deputy Minister stated. “Together, these factors create a strong foundation for fostering an attractive investment and business environment, which supports the growth of the private sector and enhances competitiveness.”
The report also shows that Georgia outperforms all EU candidate countries and 17 EU, Schengen Area, and NATO member states in bureaucratic quality. These include Italy, Spain, Portugal, the Czech Republic, Slovakia, Poland, Croatia, the Baltic states, Greece, Romania, Bulgaria, Malta, Montenegro, North Macedonia, and Turkey.
