
Amendments to Georgia’s “Defense Code” have been submitted to Parliament, proposing that the National Military Conscription and Recruitment Agency be formally incorporated into the structure of the Defense Forces during a state of war.
The agency, created under the new Defense Code, is tasked with managing military conscription and maintaining the reserve force registry. With a presence at the municipal level and key infrastructure in place, the agency is considered crucial to wartime mobilization efforts.
“The agency has a municipal-level structure, including various offices, and possesses important infrastructure, which will be essential in the event of a state of war,” the Ministry of Defense stated. “Therefore, during peacetime, it is necessary for the agency and the Defense Forces to jointly plan and conduct drills, training, and educational programs, as well as to prepare operational plans, standard operating procedures, and the relevant legal acts.”
To facilitate these changes, the Ministry of Defense has prepared a comprehensive legislative package. In addition to the Defense Code, the proposed amendments cover:

The initiative reflects Georgia’s broader effort to enhance national defense preparedness and ensure smoother coordination between conscription infrastructure and active military operations in times of crisis.
