
The Central Election Commission (CEC) of Georgia is hosting the 12th International Conference of Election Administrations on June 5–6, bringing together around 100 participants from 22 countries to address the evolving role of technology and the growing threat of disinformation in electoral processes.
Held under the theme “Information and Communication Technologies and the Impact of Disinformation on the Electoral Process,” the conference opened with remarks from CEC Chairman Giorgi Kalandarishvili, Chairman of Parliament’s Legal Affairs Committee Archil Gorduladze, Public Defender Levan Ioseliani, and Rusudan Kokhodze, head of the State Services Development Agency.
In their addresses, the speakers emphasized the urgency of the conference’s dual focus—highlighting both the benefits and challenges of integrating technology in elections and combating disinformation campaigns that can undermine democratic legitimacy. Ioseliani and Kokhodze outlined their respective institutions' efforts to support election integrity through transparency and secure digital systems.
Chairman Kalandarishvili shared insights into Georgia’s experience with electronic voting and administrative technologies, including innovations used during the 2024 parliamentary elections.
“This annual conference provides an invaluable platform for exchanging knowledge with international peers. While Georgia has made significant progress, collaboration is essential as we prepare for the 2025 elections and beyond,” he stated.
The conference agenda includes in-depth sessions on global best practices in election tech, modernization of electoral services, and the increasing impact of disinformation on voter trust. Presentations by CEC’s Legal Department and Technology Unit highlighted Georgia’s strides in digitizing services and improving transparency.
On the second day, Deputy CEC Chairman Giorgi Sharabidze will lead a focused session on Georgia’s efforts to counter disinformation, sharing experiences, challenges, and tools deployed to protect the electoral environment.
With representatives from election commissions, government bodies, and international organizations in attendance, the event underscores Georgia’s commitment to fostering global dialogue on safeguarding democratic processes through innovation and cooperation.
