
The Ministry of Foreign Affairs of Georgia has issued a statement following the 65th round of the Geneva International Discussions (GID), held on November 11-12, 2025, led by Deputy Foreign Minister Lasha Darsalia.
According to the Ministry, the Georgian delegation focused on pressing issues, particularly the urgent need for Russia to fully comply with its obligations under the August 12, 2008, EU-brokered ceasefire agreement. Ensuring the safe and dignified return of internally displaced persons (IDPs) and refugees from the occupied territories to their homes was also a central point of discussion.
The delegation emphasized the importance of restoring the Incident Prevention and Response Mechanism (IPRM) in Gali without preconditions, and ensuring the mechanism functions regularly in both Gali and Ergneti, following established principles.
Georgia also raised concerns over ongoing occupation, highlighting serious security, humanitarian, and human rights crises in the affected regions. Particular attention was drawn to the recent unlawful opening of the airport in Sukhumi and the initiation of regular flights, rail, and sea passenger services from Russia, actions that violate international law.
As in previous rounds, Russia and the occupation regimes walked out on key issues, notably the return of IDPs and refugees. As a result, the 65th round of discussions concluded without a resolution.
The Geneva International Discussions were established in response to the 2008 ceasefire agreement and focus on ensuring full implementation of the ceasefire, facilitating the return of displaced persons, and addressing the security and humanitarian challenges caused by Russian occupation, the Ministry stated.
