
The Agreement between the Government of Georgia and the Government of the Hellenic Republic on the Mutual Recognition and Exchange of National Driving Licenses officially entered into force on June 21, 2025, according to the Ministry of Internal Affairs of Georgia.
Under the terms of the Agreement, individuals holding valid driving licenses issued by either country’s competent authorities can exchange them for an equivalent license in their country of legal residence—without the need to pass theoretical or practical driving exams.
The Agreement covers the following license categories and subcategories: AM, A, A1, A2, B, B1, C, D, C1, D1, BE, CE, DE, C1E, and D1E.
Originally signed in Athens, Greece, on June 26, 2024, this Agreement marks another step in Georgia’s broader efforts to facilitate international mobility for its citizens. Similar agreements are already in place with Spain and Ireland, allowing Georgian license holders to exchange their licenses under comparable conditions.
