
Prime Minister Irakli Kobakhidze announced that construction on the $6.6 billion Eagle Hills development in Krtsanisi and Gonio will begin within months — the largest investment in Georgia’s history.
The project includes 16,000 residential units, 1,400+ hotel rooms, and extensive commercial, entertainment, and recreational spaces.
Key benefits:
Jobs: 24,000 during construction and 8,000 permanent positions. Georgian companies will lead the building work.
Economic impact: About 11 billion GEL added to the economy.
Budget revenue: At least 500 million GEL annually in taxes and 2 billion GEL in profit shares over 10 years.
Kobakhidze said the project will strengthen tourism and help position Adjara as a four-season destination.
Addressing Disinformation
The PM rejected claims that “Arab cities” would be built or that the project threatens Georgia’s demographics. Even if foreigners bought 60% of units — around 9,600 apartments — it is far fewer than the 60,000+ purchased by foreigners in recent years without issues. No special residence privileges will be given.
Land Ownership and Scale
He stressed that no Georgian land is being transferred to foreign owners; the state remains a co-owner. The project covers 2.4 million m² across 850 hectares, not 1 million as critics claim, and includes major investments such as the Gonio Yacht Marina and rehabilitation of Krtsanisi Forest Park.
Kobakhidze concluded that the development is a world-class, transformative project that will elevate living standards and drive long-term economic growth.
