
Georgia’s Parliament Speaker, Shalva Papuashvili, expressed strong support for French President Emmanuel Macron’s recent remarks criticizing U.S. Ambassador to France, Charles Kushner, over his public comments on France’s domestic policies.
“A diplomat is called a diplomat precisely because they must remain within the bounds of diplomacy. They should act as bridges between governments, not as active figures in domestic politics. Therefore, President Macron’s approach is wholly commendable,” Papuashvili told journalists.
His statement comes in response to President Macron's criticism of Ambassador Kushner, who said last month that France had failed to take adequate measures against antisemitism and implied a connection between the country's foreign policy positions and rising violence against Jews.
Papuashvili stated:
“I fully share President Macron’s stance. It is correct that a state ensures its accredited diplomats operate within the framework of the Vienna Convention. This is important because diplomats enjoy special privileges under the Convention — and in return, they are expected to refrain from interfering in the domestic affairs of the host country.”
He further emphasized that it is the role of elected leaders and national politicians to engage in political debate — not diplomats:
“To discuss the politics of any country, there are politicians and national leaders. A diplomat, by definition, should avoid such involvement. As President Macron rightly highlighted, diplomats must operate within the boundaries of diplomacy and act as liaisons between governments.”
Highlighting the broader relevance of the issue, Papuashvili added:
“Many countries themselves face various forms of foreign interference, including electoral meddling. You may recall France’s response to Elon Musk — when they had grievances with him, they clearly recognized how important it is to uphold the principles of sovereignty and non-interference.”
He concluded with a broader call for diplomatic reflection:
“I hope this experience will encourage representatives of various countries to reevaluate their approach and reflect on their own conduct.”
