
Vice Speaker of Parliament Nino Tsilosani stated that the OSCE/ODIHR’s decision not to observe Georgia’s upcoming local elections was anticipated, citing previous hostility faced during parliamentary elections.
She noted that the organization’s official explanation—late invitation—was merely a formal response, suggesting deeper concerns about the political climate, including interference by radical groups. Tsilosani also recalled protests during the visit of OSCE PA representative Pia Kauma and criticism directed at OSCE/ODIHR both domestically and abroad.
Tsilosani emphasized that Georgian Dream only extended the invitation once opposition parties confirmed participation, arguing that inviting observers earlier would have been impractical.
The OSCE/ODIHR stated that the late invitation, issued on October 4—less than a month before the election—left too little time for a credible observation mission.
