
Georgian Parliament Chairman Shalva Papuashvili described the NGO system as what he called “the biggest fraud of the 21st century,” arguing that many NGOs are effectively funded by foreign governments and take part in domestic politics.
He claimed this system is the most damaging influence the West has imposed on itself, particularly in Eastern Europe. According to Papuashvili, the current U.S. administration has highlighted this problem by suspending funding to what he called a corrupt network. He argued that foreign-funded NGOs have placed representatives throughout key institutions, including the legislature, executive branch, judiciary, and media, allowing foreign governments to exert widespread influence.
